What is with the Canadian Skill Question?
Mar 24 2006, 08:00 AM
Canadian skills question. Canada treats npn offers as gambling, so they want to make sure the people replying understand what they are doing by putting a skills question on there. I really do not get it, but it is their rule.

'Under the "Canadian" Criminal Code, it is illegal to hold a lottery without a licence. Giving away a prize based on chance alone — a random draw, for instance — is considered a form of lottery. The contest industry invented the skill-testing question to get around that restriction. If a contest includes an element of skill, it is no longer considered purely a game of chance.'

Thanks, Denny, knew it was something with a "lottery" type issue.
