also a guy at my card shop offered to put this on ebay for me. he said he would need 25% of what it sells for on ebay, is that a rip off?

That's not a good deal at all. Do you have any friends who have really good eBay feedback (with lots of transactions)?

no my dad has an account but he just got one and has like 5 positive feedback and i wouldnt get any where near what the card is worth..also im going to get new scans of the card and then send them to you, thanks
