Im issuing someone a refund for a lost card, the only way I can find to do it is through PayPal.

If i go that route are the sales charges from eBay refunded?

I sent a card from Tennessee to Canada that went to Miami Fla. For some reason, after that tracking has stopped.

AFAIK the sales fees are not refunded by Ebay. Paypal will refund the percentage they took out of the buyer's payment though, so at least you'll get that back.

I'd file a case with USPS and make sure you wait long enough. If you have the tracking # these packages are usually trackable, they just need to be pushed to do it for you.

Ok.. So in order to get your FULL credit here is what you must do..
You must open a case through ebay. Easiest way is to cancel the transaction you will be required to enter a reason. Next the buyer will be required to agree to the cancelled transaction. Once ebay closes the case you will receive full credit for all fees. Next you will have to refund the amount through paypal. It is a pain, and it will require communication with the buyer, but it works. I have done it a few times
