Yes you can make unlicensed cards but you see how well that worked. Donruss ended up getting sued. Sales are down. Upperdeck has a high chance of going out of business. Mostly its non sport card sales are keeping it afloat. They have had huge cuts over the past months-years. Topps isn't in much better shape either.
I do not trading/sell or buy cards at this time
