Just recently sorted my cards and came across this:

Here's the before scan - about 2-3 years ago:

Here's the NOW scans/photo!!!! What happened? The damage is underneath the surface of the card!!! Card is in a penny sleeve and a correct size toploader stored in a box along with other cards (that show no problems) - no sun/light exposure. Anyone else knows what up?

I'm sure the "experts" will chime in but from my layman's point of view, I think the foil used in production was low grade similar to a Maaco paint job on a car. Evidenced by the bubbling that can not outrun father time.

Something is degrading the foil or one of the layers underneath...maybe moisture or mold? Or like Steve/Kjazz think it's cheap foil or glue.

I am not an expert, but I think it is a combination of what Ken and Ed said. cheap foil production and another element causing the card to expand or expand and contract like hot / cold temperatutres. If not hot / cold could be a moisture issue as well causing the card to expand. A little bit of humidity could be causing the glue to come undone.

I just never had issues with Upper Deck before UNTIL now. Saw another example of a UD card on SCF. I've seen deteriorated foil in Pacific Cramer's Choice and Playoff cards before, but gdang...don't buy cards on with foil backgrounds???????

Most foil will react to acid from a fingerprint over time if it is not completely wiped off. I have been avoiding fingerprints on my cards for years, not because of this problem but I am picky. I haven't had any problems with foil cards over the years.
