Penny Sleeves as the only protection? That's not really appreciated on cards of this value.

Completely satisfied no. Satisfied enough? Yes

Did the cards get here in acceptable condition? Yes. I wouldn't complain about them if they were in toploaders or in cardboard protected and received like this.

Do I think the cards were in better shape when they were mailed? Yes. I can scan the 2 cards

Should you close the transaction? Yes. I'm not asking for anything except he understand it's unfair to his trading partner to mail $40 and $80 cards in penny sleeves.
