i was reading the wrapper for the Topps Evolution Lord of the Rings cards. you can mail in a 3x5 card for you name, etc for a free chance at getting one of the memorabilia cards. it says, "Potential Canadian winners will be required to first correctly answer a mathematical skill-testing question. Include on a 3x5 card the answer to the following skill-test question, 10 x 2 + 8 - 4=?
What is that all about? I mean, I'm all for making fun of Canadians, but that's only because i'm secretly jealous. But what's the deal with that? Is there some kind of Canadian lottery law that prohibits games of chance, hence, the "skill test"?

I know Canada has a lottery, they actually require answering a math question to collect?
