I can see no plausible reason for this practice other than padding ones numbers.
If you can discuss a trade for 4-10 cards, you and your partner can spend a little extra time to negotiate 4-10 more. There is no reasonable excuse for splitting up such a transaction into two agreements. A 24-48 time period doesn't excuse this practice. If it is going to be shipped in one package it will be written up as one trade/sale.
The CZT has quite enough on its plate without this added duty.
Don't attempt to pad your numbers, win a trader of the month or just simply clutter up the trade agreements with these transparent end-arounds.
