Can anyone tell me why there are 5-10 2006 Rookies, whose RC's are consistantly valued higher than Hanley Ramirez and Justin Verlander, who were voted the best rookie in each league respectively?

I'm currently looking at '06 Ud Ovation but have seen this as a trend in all sets:

Ramirez bv 10.00
Verlander bv 12.00

Zimmerman bv 20.00
Papelbon bv 15.00
Hong-Chih Kuo bv 15.00
Liriano bv 15.00
Weaver bv 15.00
Billingsley bv 15.00
Melky Cabrera bv 15.00
Johjima bv 15.00

Does anyone else think this is strange? Can someone explain this phenomena to me?

Because Zim was drafted in 2005, made his MLB debut, and dominated. Then this year, he was probably the top rookie in my opinion. He is gonna be a stud.
